The Situation

What Was Actually Happening.

The organization submitted a high volume of applications each year, mostly to solicitations discovered close to their deadlines. Staff across three departments contributed, and the work consistently consumed the final two weeks before each due date.

Win rates were low and had been falling. Declines rarely came with useful feedback. When they did, reviewers flagged weak outcome evidence and budgets that did not clearly match the narrative.
